    Description

    Sanctuary Executive is currently looking for an experienced and dedicated Lead Procurement Manager to work full-time based in Kensington and Chelsea.

    The pay rate for this locum job is £375 per day (LTD Company Equivalent) and is an initial 3 -month contract.

    The purpose of the Commissioning Directorate(s) is to lead and enable Children's and Adult's Services to make the best use of available resources, so that local needs are met and to achieve tangible improvements in outcomes.

    The functions of the Commissioning Directorate are to:
    - Offer a strategic and holistic view of need
    - Provide business intelligence and a robust evidence base for decision-making
    - Ensure resource allocation supports the delivery of local priorities
    - Challenge the status quo and drive innovation and the improvement of outcomes
    - Derive maximum value and impact from commissioning and procurement
    - Develop and implement alternative service delivery models
    - Develop markets to source the best, most cost-effective providers

    Main Purpose of the Job:
    - To create and lead a high performing procurement and commercial development function that innovatively delivers improved outcomes
    - To provide subject matter expertise and advice in relation to best practice procurement practice and commercial sourcing to senior managers and officers across Children's Services/ Adult's services
    - To maximise the use of the Councils funds by identifying best practice and leveraging spend across the procurement function
    - To ensure that procurement, sourcing and supply chain activity within the Directorate reflects best practice, is service focused and provides creative solutions to complex procurement problems
    - To maximise commercial and service outcomes and minimise risk
    - To lead, manage and develop a team of direct report Senior Procurement Officers and ensure that they have appropriate skills and expertise to pragmatically apply procurement best practice within a children's/ adult's commissioning context
    - To act as an oversight manager, ensuring that procurement activity is of the highest standard and fully quality assured
