    Description

    Sanctuary Executive is currently looking for an experienced and dedicated Chief Officer for Adults' Operational Services to fill a full-time role based in Bedford.

    The pay rate for this locum Chief Officer job is £500 - £650 per day (LTD Company Equivalent) and is an initial 3-month contract.

    Main purpose of the role:
    To ensure high quality delivery of learning disability, mental health and older people services, and services for those with physical disabilities across the Borough.

    Main Accountabilities:
    - Championing the transformational change programme within Adults' services and across the Council in order to achieve the required efficiencies now and in the future.
    - Create an open and collaborative culture within the organisation, ensuring the principles of resident focus, digital empowerment and insight drive decision making and are embedded across Bedford Borough Council.
    - Continuous assessment of service delivery, identification of service and performance improvement opportunities for services and proactive action planning to implement these opportunities.
    - Manage and continuously seek to improve operational performance of all services within all Adults' services.
    - Ensure learning disability, mental health, older people and physical disability services operate to required government standards, statutory requirements and performance indicators, in order to deliver Council priorities.
    - Ensure effective assessment, care management and review of the needs of people in need of support, advice and services.
    - Drive effective transition for children and young people with special educational needs and disability into adult services.
    - Ensure robust assessment process is in place for all adult's social services.
    - Be responsible for the multi-agency protection of vulnerable adults and play a lead and influential role on the Safeguarding Adults Board.
    - Ensure vulnerable adults are protected through safeguarding arrangements across services.
    - Management of all provider services for residents in care within Bedford Borough.
    - Ensure appropriate care standard reviews are carried out across the service areas within the Adults' Services Directorate.
    - To contribute to Emergency Planning and Business Continuity within the Council which will include undertaking activities and responding to incidents as required.

    Requirements:
    - Educated to degree level or equivalent and/or a suitable professional qualification related directly to the post.
    - HCPC registered as a Social Worker.
    - Substantial, relevant and current senior management experience with Adults' Services including the management of budgets and staff.
    - Sound awareness of the issues and challenges associated with the delivery of Adults' Services
    - In depth knowledge of statutory requirements, procedures and regulatory requirements relating to the service area(s).
    - A recent, proven track record of demonstrably improving outcomes for the service area(s).
    - Evidence of being able to input to strategic decision making, able to work with and resolve complex business problems.
    - Successful record of engaging effectively with partners, stakeholders and Members to secure better service outcomes for customers.
    - Experience of operating sensitively within a political environment.
    - The ability to develop and articulate a clear strategic vision and sense of direction for the Adults' service Directorate.
    - A demonstrable commitment to customer service.
    - Experience building and running high performing teams beyond direct reports.
    - Excellent communication skills (written and verbal) with a proven ability to influence stakeholders and customers.
    - Inspirational, highly motivated, enthusiastic leader with a clear vision and unrelenting commitment to service users.
    - Advocate of digital ways of working, championing the change of the digital operating model.
    - Politically Astute and sensitive with an ability to make progress in complex policy areas.
    - Strong corporate orientation and a commitment to work in a broad cross cutting manner across the Council and its partners.
    - Integrity, conduct and credibility that engage and command the confidence of service users, elected Members, colleagues and other stakeholders.
